Daniel L. McCollum / President
Dan began his law enforcement career in 1972. He currently serves as the Chief of Police for the Village of LaGrange Park, Illinois. First appointed Chief of Police at the age of 24, his introduction to law enforcement teaching occurred in 1979 at the Police Training institute of the University of Illinois in Champaign. Since then, he has developed and taught courses throughout the United States on firearms, supervision, emergency vehicle operation, firearms instructor, police recruitment, selection and promotion, investigating the use of force and others.
A past-president of both the DuPage County and West Suburban Chiefs of Police, Dan is a frequent guest speaker at various colleges, universities and seminars. He has developed and administered numerous management and supervisory promotional processes for the past 20 years. In 2006, he was awarded the Lifetime Achievement for Excellence in Law Enforcement Training from the Illinois Law Enforcement Training and Standards Board. In 2004, he received the Outstanding Faculty Member Award from the College of DuPage Adjunct Faculty Association in Glen Ellyn, Illinois.
A graduate of the 130th Session of the FBI National Academy, Dan holds a Masters Degree in Business administration from North Central University. |

John M. Carpino/Vice-President
John is a thirty-eight year veteran of law enforcement. John currently serves as the Chief of Police for the Worth Police Department and also served as the Public Safety Coordinator. John is a retired Deputy Chief having served the Oakbrook Terrace Police Department for twenty-three years and an additional five years as the Vice-President to the Pension Board. John also served as the Police Chief for PD Willow Springs as well as Acting Police Chief for PD Oak Book.
John holds an Associate In Science in Police Science Administration, a Bachelor of Arts and a Master of Science in Criminal/Social Justice from Lewis University. John is a graduate of Northwestern University School of Police Staff and Command.
John has been an active member of the Adjunct Faculty at Lewis University since 2005 and is a member of the Criminal Justice Advisory Board at Northwestern College.

James Kruger/Treasurer
Chief James Kruger is a thirty-one year veteran of law enforcement. Prior to being named Chief of Police for the Village of Roselle in 2006, Chief Kruger served as Chief of Police for the Village of Winfield for two years and spent twenty years with the Carpentersville Police Department working his way through the ranks to Commander.
Besides Chief Kruger’s law enforcement duties, he is the Director of the Criminal Justice Management program at Judson University in Elgin, IL. Chief Kruger is a member of the International, Illinois, North Suburban and DuPage County Association of Chiefs of Police. He is also on the Executive Boards of the Illinois Association of Chiefs of Police, North Suburban Chiefs of Police and Northeast Multiregional Training MTU-3, serving as Board Secretary. He is also a Certified Police Chief as recognized by the Illinois Association of Chiefs of Police and was recognized by the Illinois State Crime Commission for Excellence in Law Enforcement in 2008.
Chief Kruger is a 1994 graduate of the Northwestern University School of Police Staff and Command. He holds a Bachelor of Arts in Management and Leadership from Judson University and a Master of Science from National-Louis University. |

Jim Kuchenbecker/Sergeant at Arms
Chief Jim Kuchenbecker is a twenty - five year veteran of law enforcement. Prior to being named Chief of Police for the City of Washington, Illinois in 2004, Chief Kuchenbecker served for 19 years with the Wheaton, Illinois Police Department achieving the rank of Commander.
Aside from Chief Kuchenbecker’ law enforcement duties, he is Adjunct Professor in the Criminal Justice Management program at Judson University in Elgin, Illinois & an Instructor at the University of Illinois’ Police Training Institute in Champaign, Illinois. His area of expertise is in Leadership & Management. Chief Kuchenbecker is a member of the International, Illinois, and Tazewell County Association of Chiefs of Police. The Central Illinois Association of Law Enforcement Executives where he served as the 2007 President. He is also on the Executive Boards of the Illinois Association of Chiefs of Police, Tazewell County Chiefs of Police, Multiregional Training MTU-10 & the Peoria Metropolitan Enforcement Group. He serves as the Vice Chairman for the Tazewell County ETSB and is a founding member of the Central Illinois Emergency Response Team. He is a Certified Police Chief as recognized by the Illinois Association of Chiefs of Police and was recognized by the Illinois State Crime Commission for Excellence in Law Enforcement in 2007.
Chief Kuchenbecker is a 1997 graduate of the Northwestern University School of Police Staff and Command (116th Class) & the 234th Session of the F.B.I. National Academy. He holds a Bachelor of Science in Law Enforcement Administration from Western Illinois University and a Master of Arts in Law Enforcement & Justice Administration from Western Illinois University.
